This bill clearly affords NO protection of horses and related equid species, either by the county or by the state: it gives carte blanche for owners to neglect and abuse them, there will be no county or state animal protection for them at all. An equine owner can simply state the equine is a "production animal," and the county and/or state doesn't have to lift a finger or spend a penny to relieve the suffering.
