The supreme court should always be held as a seperate entity that should not be allowed to enter into contracts. The debts that are owed to the court should be monitored and collected by the body of the state that was setup to do that and that would be congress. If our congressional officials are moving to "pass the  buck" to the supreme court and allow them to setup their own contracts than what is the point of having this body that is supposed to collect debts for the state if they do not want to do it for the court. Next we will see that they will pass the rest of the debt collection off to the exectuive branch of the state and not do that themselves either.
